Capitol Heights is a Low Rent Public Housing development located at Riverhill Drive and Bayview Circle. Benicia Housing Authority owns and manages this development, which consists of 75 units. Units range from one bedrooms to four bedrooms. Capitol Heights is federally subsidized by HUD. Applicants must have an annual income of 80% or less of the area median income.
